CITIZENS, HELD IN ICE DETENTION 

FOR TWO YEARS AFTER ESCAPING 

PERSECUTION

Claudette Hubbard, a mother and grandmother to U.S. citizens, who fled LGBT violence in Jamaica, has been in ICE custody for over two years. Claudette is a lawful permanent resident who has lived in the United States since 1973, when she was 17 years old. She has fully rehabilitated following her one conviction for a non-violent drug conspiracy charge more than 20 years ago but ICE is still trying to remove her to Jamaica, where she faces the possibility of torture. Her continued detention at Yuba County Jail serves no purpose, as she could be working and supporting her family. Since Claudette’s detention, the lives of her children and grandchildren have been negatively impacted. ICE should release Claudette as she is not a flight risk and poses no danger to society.

The Petition

To Acting ICE Director John Sandweg:

I am writing to call for the immediate release of Ms. Claudette C. Hubbard (A# 030 085 111) from Yuba County Jail in California. I urge you to release Claudette so that she can be reunified with her United States citizen children and granddaughters.

Claudette came to the United States as a teenager and has been a lawful permanent resident since 1973. She is openly gay and is seeking protection in the United States because she fears torture and persecution in Jamaica due to her sexual orientation.

ICE continues to detain Claudette and trying to deport her because of a twenty-year old drug conviction from which she has fully rehabilitated herself. During her prison sentence, Claudette received her associate’s degree, worked at a U.S. Army base, and helped provide volunteer social services to other prisoners.

Claudette’s continued detention serves no purpose, as she could be working and supporting her family, yet instead she remains pointlessly detained. If she is released, Claudette also has a full-time job offer with a nationally acclaimed human rights center.

Moreover, Jamaica has been described as one of the most violently homophobic countries that exist in the western hemisphere and keeping Claudette detained while she fights for protection against homophobia is counter to gay-friendly U.S. policies.

Claudette has been in ICE custody for over two years. Since Claudette’s detention, the lives of her children and grandchildren have been negatively impacted. Due to financial and geographic limitations, Claudette’s children and young grandchildren are not able to visit her often and they miss her dearly.

Ms. Hubbard does not pose a flight risk or a danger to society. I urge you to release Claudette C. Hubbard from Yuba County Jail so that she can be returned to her family to await final adjudication of her case.
